A web-platform created by the Office of the President of Ukraine, the Ministry of Justice of Ukraine, the Ministry of Foreign Affairs of Ukraine and the Representation of the President of Ukraine in the Autonomous Republic of Crimea to effectively collect and process information on human rights violations during the Russian invasion and occupation.


The collected facts will be used as evidence for the defense and representation of Ukraine in the European Court of Human Rights and the International Court of Justice.


The work is carried out in accordance with international standards, for the preservation of information for the administration of justice, with the protection of information and witnesses.


Representatives of human rights organizations, human rights experts, members of the scientific community and anyone who has information about the facts of human rights violations or has been a victim or witness of such events - send videos and photos, as well as information according to the registration form.


Examples of human rights violations and other crimes:

Crimes against the person: murder, torture, harassment and threats, abduction, intentional bodily harm, execution of civilians, shelling of civilian settlements, rape, unlawful deprivation of liberty;

Crimes against property: destruction, seizure and damage of property (houses, apartments, cars, goods in the store, etc.), looting, robbery, etc .;Violations of the right to privacy and private life: searches of private buildings and businesses, pressure on the families of political prisoners, burglary, deprivation of housing and forced evictions, coercion to obtain a Russian passport;

The right to freedom of assembly: obstruction of holding and participating in rallies and peaceful assemblies, fines for such participation;

Freedom of movement: deportation, forced relocation and evacuation, ban on leaving or entering the temporarily occupied territory, obstruction of leaving the dangerous territory, forced deportation to Russia, etc .;

Other: coercion to participate in the war on the side of the Russian Federation, stationing of the military near civilian facilities (houses, schools, hospitals, etc.) or surrounded by civilians (cover for civilians);

Genocide: acts committed with the intent to destroy, in whole or in part, any national, ethnic, racial or religious group as such;Terrorism: any act aimed at causing the death of or grievous bodily harm to a civilian or other person who does not take an active part in hostilities in a situation of armed conflict, as well as actions against non-military high-risk targets, if such Actions by their nature or context are to intimidate the public or compel a government or international organization to take or refrain from any action.

To record a violation of human rights and / or a crime committed it is necessary to:Describe the fact of human rights violations by the aggressor;Attach available evidence: photos, videos, documents, information about witnesses, victims of the event.


On March 1, 2022, the European Court of Human Rights has already granted one application filed by the Ministry of Justice of Ukraine against the Russian Federation.
